In a surprise move, Frontier Developments announced earlier today that they have launched a standalone version of Elite Dangerous' CQC mode called Elite Dangerous: Arena. This new standalone is a feature-complete version of the CQC mode, containing four arenas, four ships, and multiple loadouts that are unlocked by leveling up. Matches can hold up to eight players in Capture the Flag, Free For All, and Team Deathmatch modes. Arena is "fully compatible" with the core game's CQC mode, meaning that players of the core game, Horizons, and now Arena can all play together.

Elite Dangerous: Arena is available now on Steam and the Frontier Store for only $7.49. Owners of either Elite Dangerous or Elite Dangerous: Horizons do not have to purchase Arena due to already having access to CQC.
